Uganda Vision 2040, EAC Vision 2050, and Africa Agenda 2063 as well as the SDG must be accelerated by taking advantage of all opportunities at our disposal as a country.
NDP III comes in play to address this. The NDP III aims at increasing household incomes and improving the quality of life of Ugandans through sustainable industrialization for inclusive growth, employment and sustainable wealth creation.
To comprehensively develop the real economy and address the strategic bottlenecks, NDP III has laid out 20 Programmes to promote a coordinated approach to achievement of the development objectives.
Over the years, the Government of Uganda has introduced a series of reforms to tackle major development challenges. These have addressed issues such as macroeconomic instability, infrastructure gaps, poor governance, armed conflict, and weak institutional coordination. While some progress has been made, the level of success has varied.
A key challenge has remained the limited coordination and cooperation among government ministries and agencies, particularly in planning, budgeting, monitoring, and evaluation. This challenge is often linked to overlapping mandates, duplicated activities and budgets, limited funding for implementation, and institutional competition that prevents effective joint action.
In response to this, the government, through the NIA Project Unit, initiated efforts in 2019 to strengthen institutional collaboration by adopting the Programme-Based Approach (PBA). The PBA provides a structured framework that helps government bodies align and implement national priorities under coordinated national programs.
The Programme-Based Approach enables the government to translate national development goals into actionable programs designed and executed in a unified and participatory manner. This approach promotes sustainability, efficiency, and meaningful development impact across the country.
In carrying out its core mandate of developing comprehensive and integrated national development plans, the NIA Project Unit continues to guide the country’s progress toward long-term social and economic transformation. This has been done through key frameworks such as the Uganda Vision 2040 and the National Development Plans. These guiding documents provide a strategic foundation for coordinated growth and improved service delivery across all sectors.
As the Secretariat supporting national policy and strategic decision-making, the NIA Project Unit has developed policy briefs and advisory papers to guide leadership at the highest level. Through stakeholder forums and national dialogue platforms, the Unit has encouraged open discussion and public input on major development priorities. This engagement is intended to strengthen national ownership, transparency, and alignment in planning activities.
The NIA Project Unit is currently working closely with government ministries, local authorities, development partners, the private sector, and civil society to ensure that the National Development Plans are effectively implemented. This collaboration is essential to achieving the national goal of inclusive growth and improved living standards for all citizens.
